Been a while since I've been able to add to my own forum (thanks ning). Anyway, here's the scoop...
AB 390 is "Assembly Bill 390". It is a bill created by Tom Ammiano on Feb. 23rd of 2009. This bill would do the following::
Create jobs
Contribute $1.3 billion in new direct tax revenue to California
Reduce crime
Reduce prison overcrowding
Cut funding to drug cartels
Reduce police corruption
Protect our public lands
Let farmers grow industrial hemp
Not to mention this would also open the door for research in the field of bio-mass fuels which Hemp is a main candidate for. All these Senators and Congress people want to talk about going green. Tell them to put their money where their mouth is by supporting this bill.
This isn't about voting,, at least not yet. This is about contacting our Congressmen, Senators, and Governors to tell them to support AB 390 so we can get it on the ballot.
A.B. 390, California's Marijuana Control, Regulation and Education Act:
* Removes criminal penalties for personal marijuana possession and cultivation for adults over the age of 21. Adults 21 and up could use marijuana at home or at a home with the consent of a resident 21 years of age or older. Using marijuana in public would be a $100 fine.
* Allows persons 21 or older to grow up to 10 mature plants. If a garden is outdoors, it couldn't be visible to the public.
* Make possession and sales of marijuana paraphernalia legal for adults 21 and up.
* Allows cultivation of industrial hemp.
* Bans local agencies from willfully assisting federal law enforcement efforts to enforce federal laws that are inconsistent with California law, and bans the use of state/local resources to do so.
* Does not remove penalties for marijuana possession or sales on high school or lower schools' grounds.
* Does not affect the rights of employers to drug test and terminate or deny employment to individuals based on their marijuana use.
* Institutes a regulatory system for commercial growers, processors, wholesalers, and retailers, to go in effect 30 days after a change in federal law allowing states to set their own marijuana policies. The system would be similar to alcohol regulation and a fee of $50 per ounce of marijuana would be assessed on retailers.
